Make Development Decisions Predictable,
Fair and Cost Effective

This is certainly a very good goal if applied fairly to everybody. But Smart Growthers want to apply this goal only to “infill” developments. They are perfectly happy to make it difficult or impossible for new residents to live in a low density country setting with decisions that are unpredictable and more costly.  This artificially keeps home prices for so-called “sprawl” developments out of reach for many home buyers. Smart Growthers do not make this principle a general goal which would apply to everyone equally—only to those who would comply with their rules.
