Concern: Water Sources Opposed

This document opposes creation of new water sources.

Is it a good idea to prevent new water sources from being created in the future?  What if we run short of water in the future?  Do you prefer rationing, or more water supplies when needed?  These environmentalist ideas need to be challenged.
