Concern: New Fees

New fees are proposed without consideration of existing state law or economic impact.

California Government Code 66000 calls for “nexus” studies to be done to make sure new fees cannot be enacted without making sure the people would pay their fair share of the new fees.  Nowhere in the draft is there any recognition that any new fees would be assessed in accordance with such a “nexus” study to determine the fair allocation of costs.
